On January 21, the People’s Government of Guangdong Province released the Guangdong Province AI Transportation Policy, formally titled “Several Policy Initiatives of Guangdong Province to Empower High-Quality Transportation Development with AI.” The policy aims to fast-track deep integration between artificial intelligence and transportation to support high-quality mobility development across the province.
The Guangdong Province AI Transportation Policy introduces 14 targeted measures that span data supply, computing power保障, algorithm development, and breakthroughs in core technologies. These measures emphasize building a unified data resource directory, launching pilot programs for authorized public data operations, and accelerating the deployment of specialized AI models and AI agents.
A key technical focus of the policy is strengthening real-time perception in dynamic traffic environments and advancing multi-modal data fusion capabilities. These technologies are positioned as foundational enablers for intelligent transportation systems and next-generation autonomous mobility solutions across urban and industrial scenarios.
The policy also outlines eight innovative application scenarios to translate AI capabilities into real-world transportation use cases. In the passenger and urban mobility domain, Guangzhou, Shenzhen, Zhuhai, Foshan, Dongguan, and Zhongshan are designated as pilot cities to advance intercity test road connectivity and mutual recognition of autonomous driving test results and licenses.
Under this initiative, the interconnection of testing infrastructure will be gradually extended to additional cities across Guangdong. Guangzhou and Shenzhen are further supported in their transition toward national-level pilot cities for vehicle-road-cloud integration applications, reinforcing large-scale coordinated deployment of intelligent transport systems.
In the freight and logistics sector, the Guangdong Province AI Transportation Policy prioritizes breakthroughs in truck autonomous driving solutions and platooning systems. The policy supports integrated development of related technologies and encourages eligible regions to conduct intelligent driving tests and pilot applications in ports, manufacturing zones, and logistics parks.
The policy further promotes the large-scale adoption of driverless transportation equipment within the freight industry. Commercial deployment of autonomous heavy-duty trucks is encouraged in multimodal transport corridors, dedicated logistics routes, and closed or semi-closed operational parks, where controlled environments can accelerate commercialization.
Another major direction highlighted in the Guangdong Province AI Transportation Policy is the coordinated development of autonomous driving technologies with new energy heavy-duty trucks. By aligning intelligent driving systems with electrified commercial vehicles, the policy supports innovation across the automotive and transportation value chain while advancing low-carbon and efficient freight mobility.
